Local Initiatives Support Corporation and City of Detroit Planning Development

The Detroit Local Initiatives Support Corporation (LISC) and Detroit's Planning and Development Division are working to improve existing data about the inventory of city-owned properties. WSU's Center for Urban Studies is using its mobile mapping technology to collect additional data on these properties including current property conditions and digital photographs. Wayne State conducted a 3-week pilot effort of 240 city-owned properties to develop a detailed understanding of the scope, resources required and timelines for a survey of 40,000 properties. The pilot effort will also involve customizing and updating Wayne State’s GIS system with the City of Detroit’s parcel data.

The following will be the key tasks of this effort:
1. Customizing Wayne State’s GIS software to include City of Detroit fields and data.
2. Conducting a pilot effort to survey 240 city-owned properties for land usage data.
3. Determining scope, timelines and resource requirements for a survey of approximately 40,000 city-owned properties.

The results of this project consist of:
1. A spreadsheet consisting of 240 surveyed properties and accurate land usage data.
2. Photographs of each of the 240 properties.
3. Report detailing the approach used and strategy for full scale implementation of the survey.
4. Customized software available to the City for future use.
5. Training plan and trained users on the usage of Wayne State’s GIS software.
